Planning Board
The members of the Planning Board are appointed by the Mayor and subject to the approval of the Village Board of Trustees in accordance with and pursuant to the provisions of Village Law to three-year terms. The Board of Trustees may appoint no more than two alternate members of the Planning Board who shall attend Planning Board meetings and participate in its deliberations, but shall vote only in the event that a member of the Planning Board is absent or otherwise unable to act with respect to a particular matter. The Board of Trustees shall, at its annual meeting, designate one member of the Planning Board as Chair and one member as Vice Chair, each of whom shall serve until the commencement of the next official year of the Village and until their respective successors are designated and qualified.
Each member and each alternate member of the Planning Board shall attend, in each official year, not less than six hours of training approved by the Chair relating to activities of such Board and not less than 75% of the meetings of such Board. Attendance at meetings shall mean presence at the entire meeting from the call to order until adjournment. In the event that a member does not satisfy these requirements, the Chair shall report such fact to the Board of Trustees.
In the Village/Town of Mount Kisco, the Planning Board is responsible for the review and approval of all applications concerning site plans, subdivisions, change of use, and special permits. The Planning Board is assisted on an as-needed basis by other lay boards of the Village in the review of some applications, such as the Conservation Advisory Council (CAC), the Zoning Board of Appeals (ZBA), and the Architectural Review Board (ARB). As part of the review of most applications, the Planning Board is also assisted by the Building Inspector, the Village Planner, the Village Engineer, the Village Attorney, and other special consultants when required.
